You must have completed Lunar Diplomacy.

ii) Walkthrough:
After talking to the Sailor for the last time during Lunar Diplomacy, he will teleport you to this
new island. He will also give you a potion and tell you to use it Wisely.
You must go to this point on the island:
It is at the opposite end of the island from where you start. He tells you to get 1 Tomato, 1 Bravery Potion and
1 Silver Necklace. Go get these:
Pick some herbs from this patch:
Mix the Equa Leaves with the Potion the sailor gave you to get a Bravery Potion. (40 Herblore)
Go back and talk to Necrovarus. You will be teleported to a Castle. Kill one Giant Skeleton and your
done!
